With reference to paragraph 2 of your confidential despatch of 29th September, 1939, I have the honour to forward for your information a copy of

Government Notification No. 1018 of 27th October, 1939. Defence (Salvage) Regulations, which gives effect to

your suggestion that a regulation under Emergency Powers (Defence) Act should be issued to prohibit the conducting

of salvage operations in the territorial waters of Hong

Kong without the consent of the Government.
